AN ACT
To appropriate money for the expenses, grants, refunds, and distributions of the State Board of Education and of the Department of Elementary and Secondary Education and the several divisions and programs thereof to be expended only as provided in Article IV, Section 28 of the Constitution of Missouri, and to transfer money among certain funds and for the investment in registered bonds of the State Public School Fund by the State Board of Education for the period beginning July 1, 2002 and ending June 30, 2003.
There is appropriated out of the State Treasury, to be expended only as provided in Article IV, Section 28 of the Constitution of Missouri, for the purpose of funding each department, division, agency, and program enumerated in each section for the item or items stated, and for no other purpose whatsoever chargeable to the fund designated for the period beginning July 1, 2002 and ending June 30, 2003, as follows:

Provided that distributions to districts pursuant to the equity formula including the at-risk payment pursuant to line 14 shall be made by calculating state aid entitlements for all districts with a proration factor of 1.0 for lines 1(a) and line (b) of the equity formula, and lines 14(a) and 14(b) of the at-risk payment, and then reducing distributions to all districts, other than those receiving an adjustment in their payment amount pursuant to subdivision 2 of subsection 5 of section 163.031, RSMo, by a uniform percentage calculated by the department of elementary and secondary education as necessary to ensure that distributions pursuant to the equity formula and the at-risk payment pursuant to line 14 shall equal, as nearly as practicable, the entire amount appropriated for the equity formula and the at-risk payment pursuant to this section.
