Summary of the Committee Version of the Bill

HB 140 -- MOTORCYCLE PROTECTIVE HEADGEAR

SPONSOR:  Crawford

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Transportation and Motor Vehicles by a vote of 15 to 2.

This bill lowers the fine for failure to wear protective headgear
when operating a motorcycle from $25 to $10.

FISCAL NOTE:  Cost to General Revenue of Minimal in FY 2004, FY
2005, and FY 2006.  Estimated Net Effect on State School Money
Fund of $0 in FY 2004, FY 2005, and FY 2006.

PROPONENTS:  Supporters say that the bill will make fines for
failure to wear helmets consistent with the fines established for
failure to wear seat belts.

Testifying for the bill were Representative Crawford; Freedom of
Road Riders; Edward Shepard; and Mike Slone.

OPPONENTS:  There was no opposition voiced to the committee.
