HB 170 -- SPECIAL LICENSE PLATE

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Transportation and Motor Vehicles by a vote of 19 to 0.

This bill allows for a special license plate for members of the
Missouri Foxtrotting Horse Breed Association.

To obtain the special plate, individuals must obtain an
emblem-use authorization statement from the association ($25
contribution) and present it to the Department of Revenue along
with a payment of a $15 fee in addition to the registration fee
and any other documents required by law.  Revenue from
contributions will be used solely for the purposes of the
Missouri Foxtrotting Horse Breed Association.

FISCAL NOTE:  Estimated Net Effect on Highway Fund of a cost of
$5,855 in FY 2004, an income of $625 in FY 2005, and an income of
$625 in FY 2006.

PROPONENTS:  Supporters say the fox trotter is a Missouri breed
horse and deserves this recognition.

Testifying for the bill were Representative Kelly (144); Missouri
Fox Trotting Horse Breed Association; and Department of Revenue.

OPPONENTS:  There was no opposition voiced to the committee.
