HB 189 -- COMMUNITY COLLEGE FACILITIES MAINTENANCE FUNDS CO-SPONSORS: Parker, McKenna, Bearden, Fares, Avery, Kratky, Abel COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Education by a vote of 24 to 0. This bill clarifies that the annual appropriation for maintenance and repair of facilities for community colleges is exclusive of any capital appropriation and that the current cap on those appropriations of 10% is also exclusive of the capital appropriation. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that interpretation of the statute has varied somewhat over the years since it was enacted, so clarification that support for maintenance and repairs is separate from the capital appropriation is desirable. Community colleges must match maintenance and repair funds. Testifying for the bill were Representative Parker; Evelyn Jorgenson, President of Moberly Community College; Lynn Suydam, Meramec campus of the St. Louis Community College; and Missouri National Education Association. OPPONENTS: There was no opposition voiced to the committee. Becky DeNeve, Senior Legislative AnalystCopyright (c) Missouri House of Representatives
