HB 247, HCA 1 -- SPECIAL MOBILE EQUIPMENT CO-SPONSORS: Ward, Selby, Crawford, Whorton, Jetton COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Transportation and Motor Vehicles by a vote of 19 to 0. Under current law, special mobile equipment cannot be operated on state maintained highways on Saturdays, Sundays, or legal holidays, except in emergencies. This bill defines "emergency" to include the call for services of special mobile equipment to perform services that relate to the owner's normal course of business but is required to be performed on Saturdays, Sundays, or legal holidays. HCA 1 -- Allows the movement of special mobile equipment any time and on any day on state-maintained roads and highways if the equipment: (1) travels at a speed above any minimum speed limit and is capable of traveling at the uniform maximum speed limit; and (2) does not exceed the maximum weight, height, width, or length requirements established by law. The amendment also adds an emergency clause. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that there is a need to move this type of equipment on weekends and holidays.
