HB 251, HCA 1 -- MOTOR VEHICLE SHOWS AT STATE FAIRGROUNDS SPONSOR: Smith (118) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Transportation and Motor Vehicles by a vote of 17 to 0. This bill allows recreational vehicle dealers to participate in vehicle shows or exhibitions which are open to the public at the Missouri state fairgrounds if at least 500 or more recreational vehicles participate in the event and the purpose of the event is for the education and entertainment of its members. Currently, off-premise sales may be conducted in a city or town if a majority of the dealers participate or have the opportunity to participate in the event. Recreational vehicle dealers may participate without a majority participating. The bill will remove the recreational vehicle dealers' exception. HCA 1 -- Requires out-of-state manufacturers to utilize a Missouri recreational vehicle dealer at such shows if a Missouri dealer carries the same line of recreational vehicle as the manufacturer at the show. Missouri dealers cannot be forced by a manufacturer to buy additional units for a show or exhibition. The Missouri Recreational Vehicle Dealers Association will be allowed to issue temporary show permits. FISCAL NOTE: Estimated Income to State Fair Fee Fund of $0 to $60,000 in FY 2004, FY 2005, and FY 2006. PROPONENTS: Supporters say that the Missouri state fairgrounds has one of the largest RV grounds in the country. The legislation will make it easier for large RV groups to come and use the fairground facilities. Testifying for the bill were Representative Smith (118); and Department of Agriculture.
