HCS HB 277 -- COMMUNITY IMPROVEMENT DISTRICTS SPONSOR: Dempsey (Wright) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Job Creation and Economic Development by a vote of 19 to 0. This substitute allows the City of Springfield, when requested by a property owner, to hold a public hearing for the removal of real property from a community improvement district or to have a parcel of property within the district reclassified. The substitute allows the property to be removed from the district or reclassified if the district's board of directors consents to the action, the district can meet its obligations without the revenue generated by or on the property, and the public hearing is properly conducted. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the bill will create a self-taxing district in Springfield. However, some businesses do not want to be included in the community improvement district and this will allow them to opt-out. The overwhelming majority of businesses want to be included in the district, but the bill will give businesses the choice. Testifying for the bill were Representative Wright; and City of Springfield.
