HB 283, HCA 1 -- VEHICLE REGISTRATION SPONSOR: Green COMMITTEE ACTION: Voted "do pass" by the Committee on Transportation and Motor Vehicles by a vote of 19 to 0. This bill establishes new registration procedures for street rods and custom vehicles. The bill defines "street rod" and "custom vehicle." These vehicles will have a one-time registration. The owner must certify at the time of registration that the vehicle will be maintained for occasional transportation, exhibits, club activities, parades, tours, and similar uses and will not be used for general daily transportation. License plates for these categories of vehicles will have "STREET ROD" or "CUSTOM VEHICLE" designation. A street rod or custom vehicle may use blue dot tail lights for stop lamps, rear turning indicator lamps, rear hazard lamps, and rear reflectors. The bill defines "blue dot tail light." HCA 1 -- Requires street rods and custom vehicles to be charged an annual $15 fee in addition to the regular registration fee. Both classifications of vehicles will be required to pass annual safety inspections. FISCAL NOTE: Not available at time of printing. PROPONENTS: Supporters say that 29 states have adopted similar legislation. The problem is with fabricated cars that are pre- 1949 model replicas but are titled in the state the year they are built. Supporters also say many people are going out of state to purchase these vehicles because of Missouri regulations. Testifying for the bill were Representative Green; Jim Pavelec, Old Dog Street Rods; and Bob Galberth, automobile parts manufacturer. OPPONENTS: There was no opposition voiced to the committee.
