HCS HB 315 -- LEADERSHIP SPONSOR: May COMMITTEE ACTION: Voted "do pass" by the Committee on Elections by a vote of 11 to 0. This substitute sets campaign contribution limits for candidates for Speaker of the House of Representatives, Speaker Pro Tem of the House of Representatives, and President Pro Tem of the Senate at the same level as candidates for statewide offices. The substitute sets campaign contribution limits for candidates for all other House leadership offices at the same level as candidates for state representative and sets campaign contribution limits for candidates for all other Senate leadership offices at the same level as candidates for state senator. The substitute also prohibits a General Assembly leadership committee from making contributions or expenditures to the candidate committee of the candidate for whom the General Assembly leadership committee is established. FISCAL NOTE: Not available at time of printing. PROPONENTS: Supporters say that the bill will bring accountability to General Assembly leadership campaigns. Testifying for the bill were Representatives Zweifel and Bishop. OPPONENTS: There was no opposition voiced to the committee.
