HB 389 -- USE OF MOTOR VEHICLE HEADLAMPS CO-SPONSORS: Walsh, Jolly, Burnett, Adams, Fraser, Corcoran, Muckler, Wildberger, Riback Wilson (25) COMMITTEE ACTION: Voted "do pass" by the Committee on Transportation and Motor Vehicles by a vote of 17 to 1. This bill requires that motor vehicle headlamps be in use at any time when weather conditions require the use of windshield wipers and in foggy conditions. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that operating with headlamps on during inclement weather or foggy conditions increases visibility, which increases one's safety. Testifying for the bill were Representative Walsh; State Highway Patrol; and Joseph Brown. OPPONENTS: There was no opposition voiced to the committee.
