HB 478, HCA 1 -- SPECIAL LICENSE PLATE

CO-SPONSORS:  Moore, Seigfreid, Cooper (155)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Transportation and Motor Vehicles by a vote of 20 to 0.

This bill allows for a special license plate for members of
Optimist International.

To obtain the special plate, individuals must obtain an
emblem-use authorization statement from Optimist International
($25 contribution) and present it to the Department of Revenue
along with a payment of a $15 fee in addition to the registration
fee and any other documents required by law.  Revenue from
contributions will be used solely for the purposes of Optimist
International.

HCA 1 -- Adds the provision that no additional fee will be
charged for the personalization of this license plate.

FISCAL NOTE:  Estimated Net Effect on Highway Fund of a cost of
$9,399 in FY 2004, an income of $11,875 in FY 2005, and an income
of $11,875 in FY 2006.

PROPONENTS:  Supporters say this license plate would be a great
source of pride for Optimists throughout Missouri.

Testifying for the bill were Representative Moore; Berry
Glasscock, Governor, Optimist International--Eastern District;
and Ernest Wren, Lt. Governor, Optimist International--Zone 2.

OPPONENTS:  There was no opposition voiced to the committee.
