Summary of the Committee Version of the Bill

HB 491, HCA 1 -- BIENNIAL REGISTRATION

CO-SPONSORS:  Rupp, Bearden, Walker, Smith (14), Liese, Pearce,
Baker

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Transportation and Motor Vehicles by a vote of 20 to 0.

Currently, driveaway licenses and windshield placards for
physically disabled persons are for one year.  This bill allows
applicants for both to choose a two-year period.

HCA 1 -- Adds an effective date of January 1, 2004.

FISCAL NOTE:  Net Estimated Income to Highway Fund of $0 in FY
2004, $128,687 in FY 2005, and $53,106 in FY 2006.

PROPONENTS:  Supporters say numerous requests have been made for
biennial registration for driveaway licenses and handicapped
placards.  This will make them consistent with biennial license
plate registrations.

Testifying for the bill were Representative Rupp; and Department
of Revenue.

OPPONENTS:  There was no opposition voiced to the committee.
