HCS HJR 24 -- TRANSPORTATION REVENUES SPONSOR: Crawford (Schlottach) COMMITTEE ACTION: Voted "do pass" by the Committee on Transportation and Motor Vehicles by a vote of 16 to 4. This proposed constitutional amendment revises transportation funding with respect to various state agencies. Non-highway agencies, except the Highway Patrol, will no longer receive highway revenues beginning the first fiscal following adoption of the amendment. Half of the proceeds from the tax on motor vehicles, trailers, boats, and outboard motors, which currently goes to the General Revenue Fund, are redirected to the State Road Fund. This redirection will be phased in over a five-year period. The amendment also requires that the Commissioner of Administration review any project funded from new transportation revenue approved after January 1, 2005. The commissioner must report to the General Assembly and notify the Director of the Department of Revenue of any project which is not more than 80% completed within five years of the project's initial approval. The director must cease collections of the new transportation revenue attributable to that project within 60 calendar days of notification. FISCAL NOTE: Not available at time of printing. PROPONENTS: Supporters say the amendment will stop the diversion of transportation funds to non-transportation agencies and direct certain related revenue to transportation.
