HJR 26 -- STATE BUDGET CO-SPONSORS: Roark, Hanaway, Cooper (120), Purgason, Wright, Smith (14), Bearden, Jetton, Crowell, Dixon, Lembke (85), Rupp, Hobbs, Goodman COMMITTEE ACTION: Voted "do pass" by the Committee on Budget by a vote of 13 to 8. This proposed constitutional amendment prohibits the Governor's itemized estimated budget plan for proposed state spending from including revenues that are contingent upon voter approval. FISCAL NOTE: Cost to General Revenue Fund of $0 in FY 2004, $34,850 in FY 2005, and $0 in FY 2006. PROPONENTS: Supporters say that the constitutional amendment allows the General Assembly to draft appropriation bills based on anticipated revenue rather than contingent upon voter approval of additional revenue.
