COMMITTEE ACTION: Voted "do pass" by the Committee on Budget by

This proposed constitutional amendment prohibits the Governor's

FISCAL NOTE: Cost to General Revenue Fund of $0 in FY 2004,
$34,850 in FY 2005, and $0 in FY 2006.

PROPONENTS: Supporters say that the constitutional amendment
allows the General Assembly to draft appropriation bills based on
anticipated revenue rather than contingent upon voter approval of
additional revenue.

Testifying for the bill was Representative Roark.

OPPONENTS: There was no opposition voiced to the committee.
