HB 169 -- Lack of Consent in Restraint Crimes

Currently, a person is deemed incapable of consent for purposes
of the elements of the crimes of kidnapping, felonious restraint,
and false imprisonment if the person is less than 14 years of
age.  This bill raises the age under which a person is deemed
incapable of consent to 17.
