Summary of the Introduced Bill

HB 178 -- Biometric Identification

Sponsor: Bland

This bill authorizes the Department of Revenue to use biometric
identification methods in order to identify driver's license
applicants. Biometric identification consists of facial
recognition, fingerprints, hand geometry, iris recognition,
retinal scans, and other technological methods of capturing
unique identifying information for an applicant. Before issuing
any driver's license, nondriver's license, or instruction permit,
the applicant must provide biometric information as requested by
the director of the department. The director will be authorized
to promulgate rules regarding the capture of biometric
identification codes on applicants for driver's licenses,
nondriver's licenses, and instruction permits.

The bill modifies the instruction permit application process by
requiring that applicants give certain information, biometric
identification, and information on prior driving offenses.

The bill also reorganizes the nondriver's license provisions.
