HB 419 -- Gas Pipeline Safety

This bill allows state penalties for violations of mandated
safety standards in the federal National Gas Pipeline Safety Act
to equal, but not exceed, the maximum state penalties specified
in the federal law.  The Public Service Commission must consider
the nature, circumstances, and gravity of the violation in
determining the amount of any penalty.  The bill also adds
municipalities that own gas plants to the list of entities
subject to fines of $100 to $2,000 per offense for violations of
most commission laws, rules, or orders.
