HB 439 -- Renewable Energy Sources

Co-Sponsors: Lowe, Daus, Riback Wilson (25), Walker, Graham,
Fraser

This bill requires all suppliers of electricity to disclose
information on generation attributes quarterly to customers and
to others on request. By August 28, 2004, the Public Service
Commission will develop rules for electrical corporations to
present information in a standard format on the percentages of
the corporation's electricity generated from biomass, coal,
hydropower, natural gas, nuclear, oil, solar, wind, and other
sources and on the corporation's emissions of carbon dioxide,
nitrous oxides, sulfur dioxide, and nuclear waste.

The bill also requires all retail suppliers of electricity to
generate or purchase at least 0.25% of their electricity from
renewable sources after 2004, 1.5% after 2007, 3% after 2010, and
6% from 2015 to 2025. The Department of Natural Resources, in
consultation with the commission, will develop a certification
process for renewable sources.
