HB 585 -- State Procurement Co-Sponsors: Abel, Curls, Ransdall, Shoemyer (9), Spreng, Walker, Wagner This bill increases from $3,000 to $5,000 the threshold requirement for the state purchase of goods and services to be based on competitive bids. The bill allows the Commissioner of Administration to use the reverse auction procurement method to purchase goods and nonprofessional services if the commissioner believes the method will result in state savings. The reverse auction procurement method allows bidders to bid on specified goods or nonprofessional services through real-time electronic bidding. Bidders' prices are revealed, and bidders have an opportunity to modify their bid prices during the bidding period.
