HB 619 -- Revision Bill

This bill reenacts sections held to be unconstitutional because
of defects in their enactment.

Sections 66.700, 66.703, 66.705, 66.707, and 66.710, RSMo,
authorize certain counties to adopt self-rule constitutions and
detail the adoption procedure.

Section 260.003 requires that, before any permit, license, or
grant of authority is issued or renewed by the Department of
Natural Resources, the local jurisdiction must verify that the
applicant is in compliance with all applicable local zoning,
building, and health codes and ordinances and orders with regard
to the activity regulated by Chapter 260 (Environmental Control).

Section 513.436 provides that the balance due on a debt secured
by a voluntarily granted lien is made subject to attachment and
execution and is exempted from Chapter 513 (Executions and
Exemptions).
