Summary of the Introduced Bill

HB 659 -- Medical Transport Drivers

This bill revises a provision pertaining to certification of
emergency medical response personnel.

In its main provisions, the bill:

(1)  Requires the Department of Health and Senior Services to
certify training entities for medical transport drivers;

(2)  Prohibits the compensation of any person who performs
medical transports of individuals unless the person is certified
by the department as a medical transport driver;

(3)  Requires the department to investigate an applicant for the
position of medical transport driver.  The director may authorize
investigations into criminal records in other states for any
applicants;

(4)  Requires the department to issue a certificate to eligible
medical transport drivers for a period of two years;

(5)  Requires the department to develop the application form and
rules pertaining to the requirements for a medical transport
driver;

(6)  Prohibits the department from issuing or renewing a
certificate for a medical transport driver under stated
conditions;

(7)  Prohibits persons from identifying themselves as a medical
transport driver unless they are certified;

(8)  Requires certified medical transport drivers to display a
windshield placard issued by the Department of Revenue when
performing medical transports for compensation.  Certified
drivers are required to apply to the director of the department
for the windshield placard;

(9)  Prohibits certified medical transport drivers from
performing medical transports for more than 12 consecutive hours,
except in cases of declared national or state emergencies;

(10)  Describes the content of the windshield placard, the
requirements for placement of the placard, and the use of the
placard during medical transports;

(11)  Requires the placard to be used during medical transports.
Upon conviction, violations of this provision are punishable by a
fine ranging from $50 to $300.  Fraudulent application, renewal,
issuance, or procurement of the placard is a class A misdemeanor;
and

(12)  Contains provisions pertaining to the replacement of lost,
stolen, or mutilated placards and the return of a placard to the
director of the department in the event of the death of a
certified medical transport driver.
