HB 67 -- Endangering the Welfare of a Child

This bill adds enlisting the aid of a person under the age of 17
to engage in drug-related conduct to the crime of endangering the
welfare of a child in the first degree.  The penalty under this
section is a class C felony, unless the offense is part of a
ritual or ceremony or is a second or subsequent offense, in
which case it is a class B felony.

The bill also adds enlisting the aid of a person under the age of
17 to manufacture, compound, produce, prepare, sell, distribute,
deliver, transport, test, or analyze any controlled substance and
manufacturing, compounding, producing, preparing, selling,
transporting, testing, or analyzing any controlled substance in
the presence of a person under the age of 17 to the crime of
endangering the welfare of a child in the first degree.  The
penalty under these sections is a class B felony unless the
offense is part of a ritual or ceremony or is a second or
subsequent offense, in which case it is a class A felony.
