HB 684 -- Operation of Motor Vehicles Co-Sponsors: Jones, Crawford This bill establishes a state maximum speed limit within a school zone of 25 miles per hour. This speed limit will be in force 30 minutes before, during, and 30 minutes after the period of time when students are arriving or leaving a regularly scheduled school session. The governing body of any county or municipality may establish a speed limit or school zone hours more stringent than otherwise established by law if it finds, in conjunction with the school board, that a lower limit or extended time period is needed to promote public safety. The bill adds language to the model traffic ordinance requiring that bicycle lanes not be obstructed by a motor vehicle or be driven on except for law enforcement purposes. Bicyclists or motorcyclists must also exercise proper precaution for pedestrians. The bill also establishes provisions for assessing points on driver's licenses and the liability for liquidated compensatory damages on persons operating a motor vehicle who intentionally, recklessly, or negligently collide with a pedestrian, cyclist, or motorcyclist causing personal injury.Copyright (c) Missouri House of Representatives
