Summary of the Introduced Bill

HB 686 -- St. Louis School Board Elections

Co-Sponsors: Jones, Haywood

This bill reestablishes representation by subdistricts in the St.
Louis city school district and requires board members to have
been residents of the subdistrict from which they are elected for
at least one year before election. Three board members will be
elected from even-numbered subdistricts in 2005 and every four
years thereafter. Four members will be elected from odd-numbered
subdistricts in 2007 and every four years thereafter. Members in
office on August 28, 2003, will serve out their terms, except
that members elected to three-year terms will serve until their
successors are elected. Members appointed to vacancies by the
mayor must reside in the subdistrict they represent. The bill
contains directions for redistricting of subdistricts by the
State Board of Education under certain conditions.
