HB 701 -- Structured Financing Transactions Co-Sponsors: Rupp, Byrd, Engler, Luetkemeyer, Bean, Pearce, Stefanick, Stevenson This bill creates the Structured Financing Act. The bill allows the transfer of certain property by various state and local public entities to investors for consideration if the transfer is not prohibited by state law. These transfers would be accomplished through structured financing agreements between the transferring entities and investors. The transferring entities will select the investors and any financial consultants and advisors necessary to carry out the terms of the agreement. All agreements must be submitted for approval to the Joint Committee on Capital Improvements and Leases. The bill outlines the requirements for submission of the agreement to the joint committee and the approval process.
