Summary of the Introduced Bill

HB 703 -- Lifetime Home Grant Program

Co-Sponsors: Sager, Carnahan, Moore, Harris (110), Graham,
Sutherland

This bill creates the Lifetime Home Grant Program. It
establishes the Lifetime Home Fund in the state treasury, which
is to be funded by a $1 fee collected by the recorder of deeds
upon the recording of a deed, mortgage, or another specified
instrument.

Beginning January 1, 2004, an individual who submits an
application to the Missouri Housing Development Commission and
who builds a universally designed lifetime home will receive a
one-time payment of $5,000. The applicant must file a voluntary
application with the commission and provide any documentation the
commission deems necessary. The commission is authorized to make
rules to determine a method of distribution for the grants if it
receives more applications than there are funds available. The
bill also defines a "universally designed lifetime home" as a
single-family residential dwelling that complies with specified
standards of the American National Standards Institute (ANSI).
