HB 714 -- Special License Plate

This bill allows any person who makes a $25 donation to the
Missouri Freedom = Choice Support Fund to receive special license
plates with the words "FREEDOM = CHOICE" in the place of "SHOW-ME
STATE."  Payment of a $15 fee and submission of documents
required by law are also required.  There is no additional charge
for personalization of the plates and no limit on the number of
plates a person may have.

The bill also establishes the Missouri Freedom = Choice Support
Fund, specifies what moneys may be deposited in it, and requires
that moneys in the fund be spent for the expense of issuing the
plates and for family planning services.  Family planning
services include breast exams, Pap tests, gynecologic exams,
testing and treatment of sexually transmitted infections, certain
health screening, pregnancy testing and counseling, domestic
violence and sexual abuse education, counseling for mental health
and substance abuse, contraceptive counseling and birth control,
infertility management, and preconception counseling.  Moneys
from the fund cannot be used for abortion or counseling for
abortion.
