HB 724 -- Commercial Motor Vehicle Registration, Licensing, and Regulation Co-Sponsors: Crawford, Schlottach This bill amends state law to clarify the authority given the Highways and Transportation Commission under Senate Bill 1202 (2002) to statutorily implement a "One-Stop" shop for commercial motor vehicle registration and licensing. The bill: (1) Removes all references to the Highway Reciprocity Commission and the Division of Motor Carrier and Railroad Safety and replaces them with references to the State Highways and Transportation Commission; (2) Repeals sections creating the Highway Reciprocity Commission and the Division of Motor Carrier and Railroad Safety; (3) Transfers most sections which pertain to motor carrier regulation, licensing, and registration into the new Chapter 308, RSMo; (4) Changes references in several chapters to reflect that the Highways and Transportation Commission will now issue commercial motor vehicle credentials in conformity with those chapters as well as permitting the other state agencies affected to continue to perform their functions; (5) Removes references to "administrative law judge" and replaces it with "administrative hearing commission" or "commissioner"; (6) Changes references from a "general counsel" to a "chief counsel"; (7) Moves the definition of "light rail" from Chapter 386 to Chapter 389 to reflect that the Highways and Transportation Commission, not the Public Service Commission, regulates light rail; (8) Moves all railroad regulator statutes into Chapter 389; (9) Incorporates several sections of Chapter 622 that are transferred in the proposed legislation to Chapter 308 into Chapter 389 as well as to ensure these sections apply to both motor carriers and railroads; (10) Changes the Base State Registration Fund, the Reciprocity Fund, and the Interstate Fund to the Interstate Carrier Holding Account; (11) Removes references to the now defunct Transportation Development Commission; and (12) Corrects various references to the State Highways and Transportation Department Fund.
