HB 745 -- State School Aid

Co-Sponsors:  Stevenson, Bearden, Icet, Cooper (120), Hunter

This bill makes changes in how certain elements of state school
aid are calculated.  Currently, the Commissioner of Education
receives a total of 1% of the basic school fund moneys
appropriated pursuant to Section 163.031, RSMo, which is divided
into two parts (0.9% and 0.1%), the larger portion of which
supports several programs relating to critical needs, such as
management teams for academically deficient schools, while the
other supports a professional development grant program.  The
bill reduces the total percentage to 0.5%.  This provision has an
emergency clause.

The bill changes how "eligible pupils" is defined, eliminating
the double count of pupils for summer school beginning with the
summer school to be held in calendar year 2004.  The bill also
places conditions on counting a prior year's summer school, by
requiring any district that uses the second or first preceding
year's summer school in its pupil count to have a summer school
for its current year, beginning with the summer school held in
calendar year 2004.
