HJR 13 -- Appropriations Authority

Currently, the net proceeds of the motor fuel tax and of highway
user fees stand appropriated without legislative action.  Under
this proposed constitutional amendment, these proceeds will not
be distributed to cities, counties, and the Highways and
Transportation Commission except by appropriation.
