HJR 24 -- Transportation Revenues

Co-Sponsors:  Crawford, Black, Brown, Hobbs, Schlottach, Sander,
Ervin, Munzlinger

This proposed constitutional amendment revises transportation
funding with respect to various state agencies.

Non-highway agencies, except the State Highway Patrol, will not
receive highway revenues beginning the first fiscal year
following adoption of this resolution.

Beginning the second fiscal year after the passage of the
amendment, the amount of highway revenues appropriated to the
patrol will be reduced by 20% and continue to be reduced 20%
yearly so that by the sixth year no revenues derived from highway
users will be appropriated to the patrol.

The amendment also directs to the patrol one-half of the proceeds
from the sales tax on motor vehicles, trailers, boats, and
outboard motors which currently goes to the General Revenue Fund.
This redirection will be phased in over a five-year period
beginning the second fiscal year following the adoption of this
amendment.
