HJR 25 -- Executive Department

This proposed constitutional amendment creates the Department of
Homeland Security and Emergency Management.  The director of the
department is appointed by the Governor.  The department is
responsible for administering programs to assist in coordination
of national, state, and local activities related to emergency
functions and must assess the readiness of the state and its
communities to deter, prevent, and appropriately respond to acts
of terrorism in Missouri.
