Summary of the Perfected Version of the Bill

HB 251 -- MOTOR VEHICLE SHOWS AT STATE FAIRGROUNDS (Smith, 118)

This bill allows a recreational vehicle dealer association to
participate in vehicle shows or exhibitions which are open to the
public at the Missouri state fairgrounds if at least 500 or more
recreational vehicles participate in the event and the purpose of
the event is for the education and entertainment of its members.

Out-of-state manufacturers will be required to utilize Missouri
recreation vehicle dealers at the shows if a Missouri dealer
carries the same line of recreational vehicle as the
manufacturer.  Missouri dealers cannot be forced by a
manufacturer to buy additional units for a show or exhibition.
The Missouri Recreational Vehicle Dealers Association will be
allowed to issue temporary show permits.

Currently, off premise sales may be conducted in a city or town
if a majority of the dealers participate or have the opportunity
to participate in the event.  Recreational vehicle dealers may
participate without a majority participating.  The bill will
remove the recreational vehicle dealers' exception.

FISCAL NOTE:  Estimated Income to State Fair Fee Fund of $0 to
$60,000 in FY 2004, FY 2005, and FY 2006.
