HB 491 -- BIENNIAL REGISTRATION (Rupp)

Currently, driveaway licenses and windshield placards for
physically disabled persons are for one year.  This bill allows
applicants for both to choose a two-year period.

The bill has an effective date of January 1, 2004.

FISCAL NOTE:  Estimated Net Income to Highway Fund of $0 in FY
2004, $128,687 in FY 2005, and $53,106 in FY 2006.
