AN ACT
To amend chapter 208, RSMo, by adding thereto one new section relating to Medicaid coverage for circumcisions.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 208, RSMo, is amended by adding thereto one new section, to be known as section 208.183, to read as follows:
208.183. Beginning September 1, 2003, the division shall provide coverage through the state Medicaid program for medically therapeutic circumcisions. Payment for medically therapeutic circumcisions shall be made only if two licensed physicians document in writing that a disease, pathology, or other abnormality exists which requires a medically therapeutic circumcision. Subject to appropriations by the general assembly or sufficient moneys becoming available under the state Medicaid program for such purpose, the division shall also provide coverage under the state Medicaid program for nontherapeutic, elective, or routine circumcisions in a nondiscriminatory manner that does not provide a preference based on religious beliefs or practices.
