HCS HB 1069 -- ST. LOUIS POLICE RETIREMENT SYSTEM SPONSOR: Smith, 118 (Bivins) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Retirement by a vote of 10 to 0. This substitute revises provisions pertaining to the Board of Trustees of the St. Louis Police Retirement System and certain retirement benefits. Six trustees of the board will constitute a quorum for the transaction of business, and official actions of the board will require a majority vote of the trustees present. Currently, six votes of the trustees are necessary for official actions. The substitute also specifies that a court of competent jurisdiction cannot divide pension benefits, annuities, or retirement allowances between parties to any action for the dissolution of marriage. FISCAL NOTE: No impact on state funds in FY 2005, FY 2006, and FY 2007. PROPONENTS: Supporters say that the bill establishes a procedure for the Board of Trustees of the St. Louis Police Retirement System to conduct official business and promotes fairness by prohibiting a court from setting aside a pension, annuity, or a retirement allowance in proceedings for the dissolution of marriage. Testifying for the bill were Representative Bivins; and St. Louis Police Retirement System. OPPONENTS: There was no opposition voiced to the committee.
