Summary of the Committee Version of the Bill

HB 1114 -- SPECIAL LICENSE PLATES

SPONSOR:  Skaggs

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Transportation and Motor Vehicles by a vote of 20 to 0.

This bill allows for special license plates designated "TO
PROTECT AND SERVE" and "FIREFIGHTERS MEMORIAL" to any peace
officer or firefighter wounded in the line of duty or survivors
of peace officers or firefighters killed in the line of duty.

To obtain these plates, a person must make application and
furnish proof of eligibility to the Department of Revenue and pay
a $15 fee in addition to the registration fee and other documents
required by law.  No additional fee will be charged for the
personalization of these plates.

FISCAL NOTE:  No impact on General Revenue Fund in FY 2005, FY
2006, and FY 2007.  Estimated Net Effect on Other State Funds of
a cost of $5,705 in FY 2005, an income of $625 in FY 2006, and an
income of $625 in FY 2007.

PROPONENTS:  Supporters say these license plates will honor
fallen firefighters and law enforcement officers.

Testifying for the bill were Representative Skaggs; and Missouri
Concerns for Police Survivors.

OPPONENTS:  There was no opposition voiced to the committee.
