HB 1126 -- DETACHMENT FROM WATERSHED SUBDISTRICTS SPONSOR: Seigfreid COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Agriculture by a vote of 24 to 0. Currently after a watershed subdistrict has been organized and the organization tax has been levied, any county in the subdistrict not adopting the annual tax may detach from the subdistrict upon a majority approval of the qualified voters residing within the subdistrict in the county. This bill changes the county detachment requirement to a majority approval of the voters voting on the detachment within the subdistrict in the county. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the bill allows a county that receives no benefits from and does not pay its assessment to a watershed subdistrict to detach by an affirmative vote. The detachment allows the remaining counties to comply with the requirements provided by law regarding watershed subdistricts. Testifying for the bill was Representative Seigfreid.
