HB 1167 -- SPECIAL LICENSE PLATE SPONSOR: Kelly (144) COMMITTEE ACTION: Voted "do pass" by the Committee on Transportation and Motor Vehicles by a vote of 20 to 0. This bill allows for a special license plate for members of the Missouri Foxtrotting Horse Breed Association. To obtain the special plate, individuals must obtain an emblem-use authorization statement from the association ($25 contribution) and present it to the Department of Revenue along with a payment of a $15 fee in addition to the registration fee and any other documents required by law. Revenue from contributions will be used solely for the purposes of the Missouri Foxtrotting Horse Breed Association. FISCAL NOTE: No impact on General Revenue Fund in FY 2005, FY 2006, and FY 2007. Estimated Net Effect on Other State Funds of a cost of $5,859 in FY 2005, an income of $625 in FY 2006, and an income of $625 in FY 2007. PROPONENTS: Supporters say that the foxtrotter is a Missouri breed horse and deserves this recognition. Testifying for the bill was Representative Kelly (144).
