HCS HB 1171 -- JOINT MUNICIPAL UTILITY PROJECTS SPONSOR: Rector COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Communications, Energy and Technology by a vote of 21 to 0. In 2002, voters approved a constitutional amendment allowing joint municipal utility commissions to develop utility projects with municipalities, electric cooperatives, or public utilities without additional regulation by the Missouri Public Service Commission. This substitute updates the Missouri Revised Statutes to reflect these changes. FISCAL NOTE: No impact on state funds in FY 2005, FY 2006, and FY 2007. PROPONENTS: Supporters say that the bill will make changes to the current law so that a constitutional change, which was approved by voters in 2002, can function properly. The constitutional change allows municipal utilities to cooperate with investor-owned utilities when constructing a new electric plant. Testifying for the bill were Representative Rector; Missouri Association of Municipal Utilities; and City of Independence. OPPONENTS: There was no opposition voiced to the committee.
