Summary of the Committee Version of the Bill

HB 1187 -- MARINA OPERATIONS IN CLAY COUNTY

SPONSOR:  Ervin

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Conservation and Natural Resources by a vote of 18 to 0.

Under current law, Clay County is required to request bids for
the private operation of one marina if the county owns or
operates more than two marinas.  This bill removes that
requirement.

FISCAL NOTE:  No impact on state funds in FY 2005, FY 2006, and
FY 2007.

PROPONENTS:  Supporters say that the revisions to the concession
process will cause a significant increase in revenue to Clay
County and other counties.  Clay County owns three marinas as of
May 2003, and the bill will allow them to open concessions at
each marina which will help subsidize park and marina programs.

Testifying for the bill were Representative Ervin; and Clay
County Commission.

OPPONENTS:  There was no opposition voiced to the committee.
