HCS HB 1255 -- EMANCIPATION DAY COMMISSION SPONSOR: Bland COMMITTEE ACTION: Voted "do pass" by the Special Committee on Urban Issues by a vote of 7 to 1. This substitute creates the Emancipation Day Commission within the Office of the Governor. The commission will consist of nine members and will meet as necessary to recommend appropriate activities for the recognition and celebration of Emancipation Day. The substitute specifies the membership of the commission. FISCAL NOTE: Not available at time of printing. PROPONENTS: Supporters say that last year the General Assembly designated Emancipation Day as a commemorative holiday, and the bill is necessary to create a commission that will organize celebrations.
