This substitute requires any individual, acting on his or her own behalf or representing any business or committee other than a candidate or party committee, who purchases print advertising, purchases or causes any matter to be transmitted on a broadcast station, or hires a professional phone bank to make calls regarding or relative to any candidate for public office to fill out and sign a form to be prepared by the Missouri Ethics Commission listing certain information.
