Summary of the Committee Version of the Bill

HB 1317 -- SPECIAL LICENSE PLATE

SPONSOR:  Kingery

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Transportation and Motor Vehicles by a vote of 20 to 0.

This bill allows for a special license plate designated "BOY
SCOUTS OF AMERICA."

To obtain this plate, a person who is a boy scout or the parent
of a boy scout must get an emblem-use authorization statement
($25 contribution) from the Boy Scouts of America Council.  The
use authorization statement must be presented to the Department
of Revenue at the time of registration along with a $15 fee in
addition to the registration fee and other documents required by
law.  No additional fee will be charged for personalization of
these plates.

Revenue collected from authorization contributions, minus any
reasonable administrative cost, will be used solely for the
purposes of the organization.

FISCAL NOTE:  No impact on General Revenue Fund in FY 2005, FY
2006, and FY 2007.  Estimated Net Effect on Other State Funds of
a cost of $12,897 in FY 2005, an income of $17,838 in FY 2006,
and an income of $17,838 in FY 2007.

PROPONENTS:  Supporters say this license plate gives honor and
recognition to the Boy Scouts' organization.

Testifying for the bill were Representative Kingery; and Boy
Scouts of America.

OPPONENTS:  There was no opposition voiced to the committee.
