HCS HB 1363 -- ST. LOUIS ARCHIVES SPONSOR: Wright (Fares) COMMITTEE ACTION: Voted "do pass by consent" by the Special Committee on General Laws by a vote of 8 to 0. This substitute authorizes the Secretary of State to open and maintain an archival facility in the City of St. Louis. The substitute also creates the Missouri State Archives - St. Louis Trust Fund. Moneys placed in the fund will be used for the development and maintenance of the facility and cannot be made part of the general operating budget or transferred to the General Revenue Fund, nor will general revenue be appropriated for the facility. FISCAL NOTE: No impact on state funds in FY 2005, FY 2006, and FY 2007. PROPONENTS: Supporters say that a new building is needed to hold current materials and future acquisitions that relate to St. Louis and provide more access to records by the public. The bill does not force any agency to turn over records and won't require state funding. Testifying for the bill were Representative Fares; and Office of Secretary of State.
