Summary of the Committee Version of the Bill

HB 1408 -- MOTOR VEHICLE REGISTRATIONS

SPONSOR:  Mayer

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Transportation and Motor Vehicles by a vote of 18 to 0.

This bill allows the Director of the Department of Revenue to
refuse to issue or renew a motor vehicle registration if the
owner owes vehicle-related fees or fines to the City of St.
Louis.

The bill specifies the notification and appeals process.

FISCAL NOTE:  No impact on General Revenue Fund in FY 2005, FY
2006, and FY 2007.  Estimated Effect on Other State Funds of a
cost of $40,000 to an income of Unknown in FY 2005, a cost of
$165,130 to an income of Unknown in FY 2006, and a cost of
$135,142 to an income of Unknown in FY 2007.

PROPONENTS:  Supporters say that the City of St. Louis is losing
enormous amounts of revenue due to unpaid fees and fines.

Testifying for the bill were Representatives Mayer and Villa; and
City of St. Louis

OPPONENTS:  There was no opposition voiced to the committee.
