HB 1440 -- REGIONAL PLANNING COMMISSIONS SPONSOR: Deeken COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Retirement by a vote of 10 to 0. This bill provides that regional planning commissions will be considered political subdivisions for the purposes of Sections 70.600 - 70.755, RSMo. Employees of regional planning commissions are eligible for membership in the Missouri Local Government Employees' Retirement System once the commission is considered an "employer" as defined in Section 70.600. The bill also requires that all moneys owed to any retirement system be paid prior to the dissolution of the commission. FISCAL NOTE: No impact on state funds in FY 2005, FY 2006, and FY 2007. PROPONENTS: Supporters say that the bill will bring stability to various councils of government in Missouri. It will facilitate access to retirement benefits for employees in smaller planning commissions in Missouri but will not impact state revenues. Testifying for the bill were Representative Deeken; Missouri Association of Councils of Government; and Ozark Regional Planning Commission. OPPONENTS: There was no opposition voiced to the committee.
