HB 1600 -- DRIVER'S LICENSE RENEWAL FOR CONCEALED CARRY ENDORSEMENTS SPONSOR: Crawford COMMITTEE ACTION: Voted "do pass" by the Committee on Crime Prevention and Public Safety by a vote of 14 to 2. This bill makes a driver's license or nondriver's license expire three years from the date that the certification of qualification for a concealed carry endorsement was issued by the county sheriff. FISCAL NOTE: No impact on state funds in FY 2005, FY 2006, and FY 2007. PROPONENTS: Supporters say that currently a driver's license is issued for six years, but a concealed carry endorsement is only issued for three years. The bill merely puts both the license and the endorsement on the same renewal schedule. Testifying for the bill was Representative Crawford. OPPONENTS: There was no opposition voiced to the committee. OTHERS: Others testifying on the bill say that changing the driver's license renewal to coincide with the expiration date of the concealed carry endorsement is the only practical way to make the license-with-endorsement system work properly. Others testifying on the bill was Department of Revenue. Richard Smreker, Senior Legislative AnalystCopyright (c) Missouri House of Representatives
