Summary of the Committee Version of the Bill

HCS HB 1614 -- HEALTH INSURANCE

SPONSOR:  Holand

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Health Care Policy by a vote of 12 to 0.

This substitute extends the expiration date for the Mental Health
and Chemical Dependency Insurance Act to January 1, 2011.

FISCAL NOTE:  No impact on General Revenue Fund of $0 in FY 2005,
FY 2006, and FY 2007.  Forgone savings estimated to be $116,371
for FY 2005, $239,724 for FY 2006, and $246,916 for FY 2007.  No
impact on Other State Funds in FY 2005, FY 2006, and FY 2007.
Forgone savings estimated between $1,406,999 to $1,625,544 for FY
2005, $2,898,417 to $3,348,621 for FY 2006, and $2,985,370 to
$3,449,079 for FY 2007.

PROPONENTS:  Supporters say that the 1999 enabling legislation
for the act contained an expiration date of January 1, 2005.
Extending the expiration date will allow for the uninterrupted
delivery of mental health care benefits to Missouri residents and
the continual monitoring of the act by the Missouri General
Assembly.

Testifying for the bill were Representative Holand; Missouri
Statewide Parent Advisory Network; and Michael Santschi.

OPPONENTS:  There was no opposition voiced to the committee.
