Summary of the Committee Version of the Bill

HB 876 -- ARREST RECORDS

SPONSOR:  Salva

COMMITTEE ACTION:  Voted "do pass" by the Committee on Judiciary
by a vote of 15 to 1.

Under current law, any person involved in an incident for which a
police report was filed may obtain a copy of the police incident
report, if needed for a civil action.  This bill allows the
parent or child of the person to obtain the information when the
person is deceased or has been judged incompetent.

FISCAL NOTE:  No impact on state funds in FY 2005, FY 2006, and
FY 2007.

PROPONENTS:  Supporters say that the bill allows family members
of crime victims to access more information regarding the crime
in order to achieve some closure.

Testifying for the bill were Representative Salva; Robert
WitbolsFeugen; and Missouri Press Association.

OPPONENTS:  There was no opposition voiced to the committee.
